(a) & (b) Yes, Sir. Ministry of Culture is implementing Kala Sanskriti Vikas Yojana (KSVY) through which cultural organizations are given financial assistance for the promotion of art and culture. KSVY is an umbrella Scheme consisting of a number of Schemes for providing financial assistance to cultural organizations. Details of the Schemes under KSVY through which cultural organizations are given financial assistance is at Annexure-I.
(c) Details of proposals given by the various cultural organizations and financial assistance given to them during the last five years are given at Annexure-II. The achievements made under the said scheme during the last five years are at Annexure-III.
ANNEXURE – I
KALA SANSKRITI VIKAS YOJANA (KSVY):
Kala Sanskriti Vikas Yojana (KSVY) is an umbrella scheme under Ministry of Culture for the promotion of art and culture in the country. KSVY has the following sub-schemes through which financial assistance is provided to cultural organizations:
1. Scheme of Financial Assistance for Promotion of Art and Culture.
2. Scheme of Financial Assistance for Creation of Cultural Infrastructure.
3. Scheme for Safeguarding the Intangible Cultural Heritage.
The first two sub-schemes mentioned above have the following further sub-components:
1. Scheme of Financial Assistance for Promotion of Art and Culture: The scheme consists of five components. The names and details of the scheme components are as given below:
(i) REPERTORY GRANT
The objective of Repertory Grant Scheme Component is to provide financial support for all genres of performing arts activities like dramatic groups, theatre groups, music ensembles, children theatre etc. and imparting training of artists by their respective Guru on regular basis in line with Guru Shishya Parampara.
• Amount of Assistance – Guru Rs.10000/- & Shishya – Rs.1000-6000/-
(ii) FINANCIAL ASSISTANCE TO CULTURAL ORGANIZATIONS WITH NATIONAL PRESENCE
The objective of this scheme component of National Presence is to provide support for cultural activities at Large scale on National / International level.
• Amount of Assistance – Maximum Grant Rs. 2.0 crores (Rs. 5.0 crores under exceptional/ deserving cases).
(iii) CULTURAL FUNCTION & PRODUCTION GRANT (CFPG)
The objective of this scheme component is to provide financial support to NGOs/ Societies/ Trusts/ Universities etc. for Seminars, Conference, Research, Workshops, Festivals, Exhibitions, Symposia, Production of Dance, Drama-Theatre, Music etc. The maximum grants provided under CFPG is Rs. 5.00 Lakh (Rs. 20 Lakh under exceptional circumstances)
(iv) FINANCIAL ASSISTANCE FOR THE PRESERVATION & DEVELOPMENT OF CULTURAL HERITAGE OF THE HIMALAYAS
The objective of this scheme component is to promote and preserve the cultural heritage of the Himalayas through research, training and dissemination through audio visual programmes. The financial support is provided to the organizations in the States falling under the Himalayan Region i.e. Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. The quantum of funding is Rs. 10.00 lakhs per year for an organization which can be increased to Rs. 30.00 lakhs in exceptional cases.
(v) FINANCIAL ASSISTANCE FOR THE PRESERVATION & DEVELOPMENT OF BUDDHIST/TIBETAN ORGANIZATION
Under this scheme component financial assistance is provided to the voluntary Buddhist/Tibetan organizations including Monasteries engaged in the propagation and scientific development of Buddhist/Tibetan Cultural and tradition and research in related fields. The quantum of funding under scheme component is Rs. 30.00 lakhs per year for an organization which can be increased to Rs. 1.00 crore in exceptional cases.
2. SCHEME OF FINANCIAL ASSISTANCE FOR CREATION OF CULTURAL INFRASTRUCTURE
(i) Financial Assistance for Building Grants including Studio Theatres
The objective of the Building Grant Scheme component is to provide financial support to NGO, Trust, Societies, Govt. Sponsored bodies, University, College etc. for creation of Cultural infrastructure (i.e. studio theatre, auditorium, rehearsal hall, classroom etc.) and provision of facilities like electrical, air conditioning, acoustics, light and sound systems etc. The scheme component also provides support for purchase of musical equipment, costumes, AV equipment, furniture etc. Under this scheme component, the maximum amount of grant is up to Rs. 50 lakhs in metro cities and up to Rs. 25 lakhs in non- metro cities.
(ii) Financial Assistance for Allied Cultural Activities
The objective of sub-component is to provide financial assistance to all eligible organizations for creation of assets for enhancing the audio-visual spectacle for allied cultural activities to give firsthand experience of live performances on regular basis and during festivals in open/closed areas/spaces where large numbers of tourists/visitors come regularly and during major events/festivals the number of visitors swells to lakhs. Grants will be given to projects for procurement of audio-video equipment etc.
Maximum assistance under the scheme component, including applicable duties & taxes and also Operation & Maintenance (O&M) costing for five years, will be as under:- (i) Audio: Rs.1.00 crore; (ii) Audio+Video: Rs. 1.50 crore.
(iii) Financial Assistance for Tagore Cultural Complexes(TCC)
The aim of the scheme component is to provide financial support to NGO, Trust, Societies, Govt. Sponsored bodies, State/UT Govt. University, Central/State Govt. agencies/bodies, Municipal Corporations, reputed not-for-profit organizations etc. for creation of new Large Cultural Spaces such as Auditorium with facilities and infrastructure for stage performances (dance, drama and music), exhibitions, seminars, literary activities, green rooms, etc. The Scheme component also provides support for restoration, renovation, extension, alteration, up-gradation, modernization of existing cultural facilities (Rabindra Bhawans, Rangshalas, Multipurpose Cultural Complexes) etc. Under this scheme component, grant of up to Rs. 15.00 crore (Rs. 50 crore under exceptional Circumstances).
3. Scheme for Safeguarding the Intangible Cultural Heritage:
This scheme was launched by the Ministry of Culture in 2013 for safeguarding the intangible cultural heritage and diverse cultural traditions of the country with the objective of reinvigorating and revitalizing various institutions, groups, NGOs, etc. so that they may engage in activities/projects for strengthening, protecting, preserving and promoting the rich intangible cultural heritage of India.

Achievements made under Kala Sanskriti Vikas Yojana (KSVY) during the last five years:-
The objective of bringing all schemes under an umbrella scheme of KSVY is to promote and disseminate the art & culture of the country by providing financial support to drama/theatre groups/dance groups/ music ensembles/ folk theatre & music and other genres of performing art activities.
1. The Repertory Grant scheme has ensured imparting training of artists by renowned Gurus in respective fields so as to continue and preserve the Guru Shishya Parampara of Gurukul days. During the last five years 3879 organizations have been approved for financial assistance of Rs. 227.30 crores.
2. Under the Scheme of Financial Assistance to Cultural Organizations with National Presence, financial assistance is provided to such reputed cultural organizations having a presence at National Level with a view to disseminate and propagate art and culture by way of organizing cultural activities at National/International Level. Organizations namely SPIC MACAY have been provided with financial assistance for introducing the beauty of India’s Heritage to students in schools and colleges. SPIC MACAY has been organizing programmes of classical music, dance, folk music and dance, traditional painting and weaving styles, crafts, Yoga, talks by eminent citizens accomplished in various fields that help uplift the sensibilities of child and raise the bar. During the last five years a total number of 31 reputed organizations have been provided financial assistance of Rs.25.87 crores.
3. Financial assistance to cultural organizations is given through Cultural Function and Production Grant Scheme to reach out to a wider spectrum of cultural organizations in promoting traditional and contemporary cultural expressions for conducting festivals, exhibitions, workshops and other cultural events across the length and breadth of the country. During the last five years, 4452 organizations have been financial assistance of Rs.98.87 crores.
4. Scheme of Financial Assistance for the Preservation and Development of Cultural Heritage of Himalayas promotes, protects and preserves the cultural heritage of the Himalayan region spread over the States of J&K, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. Under this Scheme, during the last five years total 252 such proposals received from cultural organizations have been approved with a total financial assistance of Rs.11.39 crores.
5. Scheme of Financial Assistance for the Development of Buddhist/Tibetan Arts and Culture provides financial assistance to the voluntary Buddhist/Tibetan organizations including monasteries engaged in the propagation and scientific development of Buddhist/Tibetan Cultural, tradition and research in related fields. During the last five years, 781 organizations have been provided financial assistance of Rs.60.55 crores.
6. Creation of Cultural Infrastructure under the Scheme like Tagore Cultural Complexes and Building Grant has resulted in creation of appropriately equipped training, rehearsal and performances spaces for artists thereby helping them to excel in their art and provide them with a platform to showcase their talent on stage. It also provides cultural space for the local people to come together and participate in promoting their local art and culture. Availability of such exclusive spaces has also resulted in fostering cultural activities amongst various States in different fields of performing arts, promoting cultural unity in the country. During the last five years under the Scheme of Financial Assistance of Tagore Cultural Complexes, a total of 22 such complexes have been approved at a total cost of Rs.188.49 crores. Similarly, during the last five years under the Scheme of Financial Assistance for Building Grant including Studio Theatre, 112 Studio theatres/cultural spaces have been approved in various Tier-I, Tier-II & Tier-III cities at a total cost of Rs.17.45 crores.
7. Scheme of Financial Assistance for Allied Cultural Activities is a new scheme introduced in the year 2018 as a sub component of the Scheme of Financial Assistance for Creation of Cultural Infrastructure. The objective of this scheme sub-component is to provide financial assistance for creation of assets for enhancing the audio-visual spectacle for allied cultural activities to give firsthand experience of live performances on regular basis and during festivals in open/closed areas/spaces where large numbers of tourists/visitors come regularly and during major events/festivals the number of visitors swells to lakhs. Under this scheme 22 projects have been approved with a total cost of Rs. 29.33 crores.
8. Scheme for Safeguarding the Intangible Cultural Heritage aims at safeguarding the intangible cultural heritage and diverse cultural traditions of the country with the objective of reinvigorating and revitalizing various cultural organizations. The Scheme has resulted in greater visibility of the intangible heritage elements which has been instrument in preservation of the dying elements such as Parsi Theatre, Dastak Bal Sabha, Y.G.R. Nat Sankirtan Seidam Shang etc. The Scheme has resulted in increased income and employment opportunities and has encouraged participation of tribes and lower sections of society living in remote areas. Under this Scheme, during the last five financial years 251 proposals were approved at a total cost of Rs.5.24 crores.
