Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:-
(a) whether the third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has started on 15 January, 2021 throughout the country including North Eastern Region;
(b) if so, the details thereof;
(c) whether the Government is planning to skill 8 lakh youths under the PMKVY 3.0;
(d) if so, the details thereof;
(e) whether the Government has uniquely designed PMKVY 3.0 to boost demand for job roles at the regional level adopting a demand-driven approach to connect local youths with local jobs;
(f) if so, the details thereof; and
(g) the corrective steps being taken by the Government in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (G) OF LOK SABHA STARRED QUESTION NO. 98 TO BE ANSWERED ON 08.02.2021 ASKED BY SHRIMATI SANGEETA KUMARI SINGH DEO AND SHRI VINOD KUMAR SONKAR REGARDING THIRD PHASE OF PRADHAN MANTRI KAUSHAL VIKAS YOJANA
(a) to (d) Yes Sir. The Government has launched the third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) on 15.01.2021, to train 8.00 lakh youths across the country including North Eastern Region with an outlay of Rs. 948.90 crore. As on 29.01.2021, 35,644 candidates have been enrolled across the country. The States/UTs-wise details of training under PMKVY 3.0, as on 29.01.2021 (since launching of scheme, i.e., on 15.01.2021), is given at Annexure.
(e) to (f) Yes Sir. Ministry has designed PMKVY 3.0 as a demand driven scheme with bottom-up approach for identification and mapping of job roles. Under the scheme, District Skill Committee (DSC) shall be the focal point for its implementation. DSC shall have major role in preparation of district level plan, mobilization & counseling of candidates, formation of training batches, monitoring of quality assurance & post training support. The scheme is aligned to Common Cost Norms and National Skill Qualification Framework (NSQF).
(g) Based on the learning from implementation of PMKVY 1.0 (2015-16) and 2.0 (2016-20), the orientation of the scheme has been changed from supply driven to demand driven under PMKVY3.0.The demand driven and bottom up approach has been provisioned to boost demand for job roles which are prevailing at regional/local level. In addition, informed choices / aspirations of the candidates have been given primacy which aims to support the self-employment as well. This scheme also supports the vision of Atmanirbhar Bharat by encouraging candidates to opt for local skills with local jobs.
