Guidelines for preventive measures to contain spread of COVID-19 during festivals

The festivals, fairs, rallies, exhibitions, cultural functions, processions and plays/ concerts associated with these festivities are mass events. Hence the following administrative requirement are advised:

इन त्योहारों से जुड़े त्योहार, मेले, रैलियां, प्रदर्शनियां, सांस्कृतिक समारोह, जुलूस और नाटक / संगीत कार्यक्रम सामूहिक कार्यक्रम होते हैं। इसलिए निम्नलिखित प्रशासनिक आवश्यकता की सलाह दी जाती है:

i. Identify spatial boundaries and prepare a detailed site plan which would facilitate compliance with thermal screening, physical distancing, sanitization etc.

स्थानिक सीमाओं की पहचान करें और एक विस्तृत साइट योजना तैयार करें जो थर्मल स्क्रीनिंग, शारीरिक गड़बड़ी, स्वच्छता आदि के अनुपालन की सुविधा प्रदान करेगी।

ii. In case of events that run for days or weeks, the crowd density doesn’t remain the same throughout and usually peaks around certain hours of the day and some previously known auspicious days. Planning for the event should specifically factor this so that crowds are regulated and managed to ensure physical distance and frequent sanitization.

दिन या सप्ताह के लिए चलने वाली घटनाओं के मामले में, भीड़ का घनत्व पूरे दिन एक जैसा नहीं रहता है और आमतौर पर दिन के कुछ घंटों और कुछ पहले से पहचाने जाने वाले शुभ दिनों में चोटियों पर होते हैं। आयोजन की योजना विशेष रूप से इस पर आधारित होनी चाहिए ताकि भीड़ को विनियमित किया जाए और भौतिक दूरी और लगातार स्वच्छता सुनिश्चित की जा सके।

iii. In case of rallies and immersion processions the number of people should not exceed the prescribed limit and proper physical distancing and wearing of masks must be ensured. In any case, the number of such rallies and the distance covered by them may be kept within manageable limits.

रैलियों और विसर्जन जुलूसों के मामले में लोगों की संख्या निर्धारित सीमा से अधिक नहीं होनी चाहिए और उचित शारीरिक गड़बड़ी और मास्क पहनना सुनिश्चित किया जाना चाहिए। किसी भी स्थिति में, इस तरह की रैलियों की संख्या और उनके द्वारा तय की गई दूरी को प्रबंधनीय सीमा के भीतर रखा जा सकता है।

iv. Events such as rallies, and processions spread over long distances may require support of ambulance services.

v. Events planned to last for many days or weeks such as exhibitions, fairs, puja pandals, ramlila pandals or concerts and plays should have adequate measures to ensure a cap on physical numbers. Staggered timings and restricted entry may be considered.

कई दिनों या हफ्तों तक चलने वाले कार्यक्रमों जैसे प्रदर्शनियों, मेलों, पूजा पंडालों, रामलीला पंडालों या संगीत कार्यक्रमों और नाटकों में शारीरिक संख्याओं पर टोपी सुनिश्चित करने के लिए पर्याप्त उपाय होने चाहिए। कंपित समय और प्रतिबंधित प्रविष्टि पर विचार किया जा सकता है।

vi. Volunteers should be appropriately stationed to ensure thermal scanning, physical distancing and wearing of masks.

थर्मल स्कैनिंग, शारीरिक गड़बड़ी और मास्क पहनने के लिए स्वयंसेवकों को उचित रूप से तैनात किया जाना चाहिए।

vii. The guidelines issued for theatre and cinema artists will apply to stage performers.

रंगमंच और सिनेमा कलाकारों के लिए जारी किए गए दिशानिर्देश मंच कलाकारों पर लागू होंगे।

viii. Adequate supplies of sanitizers, thermal guns and physical distancing floor markings to be ensured.

सैनिटाइज़र, थर्मल गन और भौतिक दूरी फर्श चिह्नों की पर्याप्त आपूर्ति सुनिश्चित की जानी चाहिए।

ix. Pre-identification of space/ site in each event venue for isolation of suspect cases.

संदिग्ध मामलों के अलगाव के लिए प्रत्येक घटना स्थल में अंतरिक्ष / साइट की पूर्व पहचान।

x. Close circuit cameras etc. may be considered to monitor compliance of physical distance norms, wearing of masks at each venue.

क्लोज सर्किट कैमरा आदि को भौतिक दूरी के मानदंडों के अनुपालन की निगरानी करने के लिए माना जा सकता है, प्रत्येक स्थान पर मास्क पहने हुए।

xi. In case of rallies and processions, route planning, identification of immersion sites, ensuring cap on numbers, physical distancing etc. must be planned beforehand and measures for enforcement outlined.

रैलियों और जुलूसों के मामले में, रूट प्लानिंग, विसर्जन स्थलों की पहचान, संख्याओं पर कैप सुनिश्चित करना, शारीरिक गड़बड़ी आदि की योजना पहले से बनाई जानी चाहिए और प्रवर्तन के उपायों को रेखांकित किया जाना चाहिए।

xii. All events must plan for medical care arrangements with linkages to nearest hospitals to attend to health emergencies.

सभी घटनाओं को स्वास्थ्य आपात स्थिति में भाग लेने के लिए निकटतम अस्पतालों के लिंकेज के साथ चिकित्सा देखभाल की व्यवस्था की योजना बनानी चाहिए।

The generic preventive measures that include simple public health measures are to be followed to reduce the risk of COVID-19. These measures need to be observed by all; the event managers, the organizational staff and the public visiting the festivities and are as follows:

COVID-19 के जोखिम को कम करने के लिए सरल सार्वजनिक स्वास्थ्य उपायों में शामिल सामान्य निवारक उपायों का पालन किया जाना है। इन उपायों को सभी द्वारा देखा जाना चाहिए; इवेंट मैनेजर, संगठनात्मक कर्मचारी और उत्सव में जाने वाले लोग और निम्नानुसार हैं:

i. Individuals must maintain a minimum distance of 6 feet in public places as far as feasible.

व्यक्तियों को जहां तक संभव हो सार्वजनिक स्थानों पर न्यूनतम 6 फीट की दूरी बनाए रखनी चाहिए।

ii. Use of face covers/masks to be mandatory.

अनिवार्य होने के लिए फेस कवर / मास्क का उपयोग।

iii. Practice frequent hand washing with soap (for at least 40-60 seconds) even when hands are not visibly dirty. Use of alcohol-based hand sanitizers (for at least 20 seconds) can be made wherever feasible.

जब हाथ दिखते ही गंदे न हों तब भी साबुन से कम से कम 40-60 सेकंड के लिए हाथ धोने का अभ्यास करें। अल्कोहल-आधारित हैंड सैनिटाइज़र का उपयोग (कम से कम 20 सेकंड के लिए) जहाँ भी संभव हो, किया जा सकता है।

iv. Respiratory etiquettes to be strictly followed. This involves strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/handkerchief/flexed elbow and disposing off used tissues properly.

श्वसन शिष्टाचार का सख्ती से पालन किया जाए। इसमें ऊतक / रूमाल / फ्लेक्स कोहनी के साथ खाँसी / छींकने और उपयोग किए गए ऊतकों को ठीक से निपटाने के दौरान किसी के मुंह और नाक को ढंकने का सख्त अभ्यास शामिल है।

v. Self-monitoring of health by all and reporting any illness at the earliest to State and District Helpline.

सभी द्वारा स्वास्थ्य की स्व-निगरानी करना और राज्य और जिला हेल्पलाइन को जल्द से जल्द किसी भी बीमारी की रिपोर्ट करना।

vi. Spitting should be strictly prohibited.

थूकना सख्त वर्जित होना चाहिए।

vii. Installation & use of Aarogya Setu App shall be advised to all.

आरोग्य सेतु ऐप की स्थापना और उपयोग सभी को सलाह दी जाएगी।

i. A plan should be prepared well in advance about conduct of each activity (religious places, rallies, processions, cultural shows, fairs etc.), with all relevant stakeholders including event organizers, business owners, market associations, etc.

प्रत्येक आयोजक (धार्मिक स्थानों, रैलियों, जुलूसों, सांस्कृतिक कार्यक्रमों, मेलों आदि) के आयोजन के बारे में अग्रिम रूप से अच्छी तरह से योजना तैयार की जानी चाहिए, जिसमें सभी प्रासंगिक हितधारक शामिल हैं, जिसमें इवेंट आयोजक, व्यवसाय के मालिक, बाजार संघ आदि शामिल हैं।

ii. Festive events shall be permitted only outside the Containment Zones. Organizers/staff/visitors from Containment Zones shall not be permitted. People residing inside Containment Zones may be encouraged to observe all festivals inside their homes and not move out.

उत्सव की घटनाओं को केवल कंटेनर जोन के बाहर ही अनुमति दी जाएगी। कंटेनर जोन से आयोजकों / कर्मचारियों / आगंतुकों को अनुमति नहीं दी जाएगी। कंटेनर जोन के अंदर रहने वाले लोगों को अपने घरों के अंदर सभी त्योहारों को मनाने और बाहर न निकलने के लिए प्रोत्साहित किया जा सकता है।

iii. Keeping in view the physical distancing norms, event sites should have adequate floor area and proper markings at all locations which are likely to be visited by public.

भौतिक दूरी के मानदंडों को ध्यान में रखते हुए, घटना स्थलों में सभी स्थानों पर पर्याप्त फर्श क्षेत्र और उचित चिह्न होना चाहिए, जो सार्वजनिक रूप से देखे जाने की संभावना है।

iv. Adequate manpower shall be deployed/ arranged by the organizers to ensure observance to physical distancing norms and other preventive measures at all times.

पर्याप्त जनशक्ति को हर समय शारीरिक गड़बड़ी के मानदंडों और अन्य निवारक उपायों के पालन के लिए आयोजकों द्वारा तैनात / व्यवस्थित किया जाएगा।

v. Appropriate arrangements for personal protection gears like face covers/masks, and other logistic like hand sanitizers, soap, sodium hypochlorite solution for sanitizing frequently touched surfaces etc. shall be made available by event organizers/business owners for their staff as per requirements.

व्यक्तिगत सुरक्षा गियर्स जैसे फेस कवर / मास्क, और अन्य लॉजिस्टिक जैसे हाथ सैनिटाइज़र, साबुन, बार-बार छुआ सतहों को साफ करने के लिए सोडियम हाइपोक्लोराइट समाधान आदि के लिए उचित व्यवस्था की जा सकती है।

vi. Adequate number of ticket counters shall be planned to facilitate compliance with physical distancing norms.

टिकट काउंटर की पर्याप्त संख्या को शारीरिक दूरी के मानदंडों के अनुपालन की सुविधा के लिए योजना बनाई जाएगी।

vii. Event organizers/business owners may make suitable provisions for contact less payment.

घटना के आयोजक / व्यवसाय के मालिक कम भुगतान के लिए संपर्क करने के लिए उपयुक्त प्रावधान कर सकते हैं।

viii. A simple do’s and dont’s advisory may be circulated / displayed prominently at each event venue.

प्रत्येक कार्यक्रम स्थल पर एक सरल कार्य और न ही सलाहकार को प्रसारित / प्रदर्शित किया जा सकता है।

ix. Posters/standees/AV media on preventive measures from COVID-19 must be displayed prominently at the event sites.

COVID-19 के निवारक उपायों पर पोस्टर / स्टैंड / एवी मीडिया को घटना स्थलों पर प्रमुखता से प्रदर्शित किया जाना चाहिए।

x. All event managers shall brief the stall owners/staff on the Standard Operating Procedures of Ministry of Health and Family Welfare in the context of COVID.

सभी घटना प्रबंधक COVID के संदर्भ में स्वास्थ्य और परिवार कल्याण मंत्रालय के मानक संचालन प्रक्रियाओं पर स्टाल मालिकों / कर्मचारियों को संक्षिप्त करेंगे।

xi. The event sites should have a designated isolation room/ space for isolating any person found symptomatic during events/shows/rallies, till such time that medical help is available.

इवेंट साइट्स में इवेंट्स / शो / रैलियों के दौरान रोगनिरोधी पाए जाने वाले किसी भी व्यक्ति को अलग करने के लिए एक निर्दिष्ट आइसोलेशन रूम / स्पेस होना चाहिए, जब तक कि मेडिकल सहायता उपलब्ध न हो।

i. Preferably multiple and separate entry and exits for visitors shall be ensured. The structure/space/venue for the event must also ensure adequate natural cross-ventilation.

अधिमानतः आगंतुकों के लिए कई और अलग-अलग प्रवेश और निकास सुनिश्चित किए जाएंगे। घटना के लिए संरचना / स्थान / स्थल को पर्याप्त प्राकृतिक क्रॉस-वेंटिलेशन भी सुनिश्चित करना चाहिए।

ii. Entrances to have mandatory hand hygiene and thermal screening provisions.

प्रवेश के लिए अनिवार्य हाथ स्वच्छता और थर्मल स्क्रीनिंग प्रावधान हैं।

iii. Only those staff and visitors who are free of symptoms shall be allowed inside the venue.

केवल वे कर्मचारी और आगंतुक जो लक्षणों से मुक्त हैं, उन्हें आयोजन स्थल के अंदर जाने की अनुमति होगी।

iv. Anyone found symptomatic during thermal screening should be politely refused entry and advised to seek immediate medical care.

थर्मल स्क्रीनिंग के दौरान लक्षण पाए जाने पर किसी को भी विनम्रता से प्रवेश से इनकार कर दिया जाना चाहिए और तत्काल चिकित्सा देखभाल लेने की सलाह दी जानी चाहिए।

v. All staff and visitors to be allowed entry only if using face cover/masks. The face cover/mask has to be worn by all at all times while in public places.

सभी कर्मचारियों और आगंतुकों को केवल फेस कवर / मास्क का उपयोग करने की अनुमति दी जाएगी। सार्वजनिक स्थानों पर हर समय फेस कवर / मास्क हर समय पहनना पड़ता है।

vi. Physical distance of a minimum of 6 feet, when queuing up for entry and inside the venue as far as feasible. Specific marking for the purpose may be done.

न्यूनतम 6 फीट की भौतिक दूरी, जब प्रवेश के लिए कतारबद्ध हो और आयोजन स्थल के अंदर तक संभव हो। उद्देश्य के लिए विशिष्ट अंकन किया जा सकता है।

vii. Proper crowd management inside and outside premises like parking lots, waiting areas, stalls and eateries etc. — duly following physical distancing norms shall be ensured.

पार्किंग स्थल, वेटिंग एरिया, स्टॉल और भोजनालयों आदि जैसे अंदर और बाहर के परिसर में उचित भीड़ प्रबंधन – विधिवत भौतिक भौतिक मानदंडों का पालन सुनिश्चित किया जाएगा।

viii. For entry into the religious places, shoes / footwear to be preferably taken off inside own vehicle. If needed they should be kept in separate slots for each individual / family by the persons themselves.

धार्मिक स्थानों में प्रवेश के लिए, जूते / जूते प्राथमिकता के तौर पर खुद के वाहन से अंदर ले जाने के लिए। यदि आवश्यक हो तो उन्हें प्रत्येक व्यक्ति / परिवार के लिए अलग-अलग स्लॉट में व्यक्तियों द्वारा स्वयं रखा जाना चाहिए।

i. The number of visitors inside the event venue shall be restricted in accordance with the order issued by Ministry of Home Affairs from time to time.

समय-समय पर गृह मंत्रालय द्वारा जारी आदेश के अनुसार, कार्यक्रम स्थल के अंदर आगंतुकों की संख्या को प्रतिबंधित किया जाएगा।

ii. Seating arrangement in the pandaals, food courts, shows etc. must ensure adequate physical distancing. Any shops, stalls, cafeteria etc., outside and within the premises too shall follow physical distancing norms at all times.

पंडालों, फूड कोर्ट, शो आदि में बैठने की व्यवस्था पर्याप्त शारीरिक दूरी सुनिश्चित करना चाहिए। परिसर के बाहर और भीतर कोई भी दुकान, स्टॉल, कैफेटेरिया आदि भी हर समय शारीरिक दूरी के मानदंडों का पालन करेंगे।

iii. Arrangements for safe drinking water, if required, should be made (preferably with provision for disposable cups/glasses) in the event premises.

यदि आवश्यक हो, तो सुरक्षित पेयजल की व्यवस्था घटना स्थल में (डिस्पोजेबल कप / ग्लास के लिए प्रावधान के साथ) की जानी चाहिए।

iv. For air-conditioning/ventilation, the guidelines of CPWD shall be followed which emphasize that the (i) temperature setting of all air conditioning devices should be in the range of 24-30°C, (ii) relative humidity should be in the range of 40- 70%, (iii) re-circulation of air to be avoided to the extent possible, (iv) intake of fresh air should be as much as possible and (v) cross ventilation should be adequate.

एयर-कंडीशनिंग / वेंटिलेशन के लिए, CPWD के दिशानिर्देशों का पालन किया जाएगा जो इस बात पर जोर देते हैं कि सभी एयर कंडीशनिंग उपकरणों की (i) तापमान सेटिंग 24-30 डिग्री सेल्सियस की सीमा में होनी चाहिए, (ii) सापेक्ष आर्द्रता सीमा में होनी चाहिए ४०- of०%, (iii) हवा का पुनः संचलन संभव हद तक होने से बचने के लिए, (iv) ताजी हवा का सेवन जितना संभव हो उतना होना चाहिए और (v) क्रॉस वेंटिलेशन पर्याप्त होना चाहिए।

v. In religious places, touching of statues/idols / holy books etc. shall not be allowed.

धार्मिक स्थानों में, मूर्तियों / मूर्तियों / पवित्र पुस्तकों आदि को छूने की अनुमति नहीं होगी।

vii. In view of potential threat of spread of infection, as far as feasible recorded devotional music/songs may be played and choir or singing groups should not be allowed.

संक्रमण के फैलने के संभावित खतरे के मद्देनजर, जहां तक संभव हो, रिकॉर्ड किए गए भक्ति संगीत / गाने बजाए जा सकते हैं और गाना बजानेवालों या गायन समूहों को अनुमति नहीं दी जानी चाहिए।

viii. Community kitchens/langars / “Ann-daan”, etc. at event venue should follow physical distancing norms while preparing and distributing food.

कार्यक्रम स्थल पर सामुदायिक रसोई / लंगर / “ऐन-दान” आदि, भोजन तैयार करते और वितरित करते समय शारीरिक दूरी के मानदंडों का पालन करना चाहिए।

ix. Community kitchen managers and business owners of food outlets to ensure adherence to highest level of personal and environmental hygiene all the time, especially at the time of preparing, serving /eating meals and after disposal.

सामुदायिक रसोई प्रबंधक और खाद्य दुकानों के व्यवसाय के मालिक हर समय व्यक्तिगत और पर्यावरणीय स्वच्छता के उच्चतम स्तर का पालन सुनिश्चित करते हैं, विशेष रूप से भोजन तैयार करने, परोसने / खाने के बाद और निपटान के बाद।

i. Effective and frequent sanitation within the premises shall be maintained with particular focus on commonly touched surfaces/areas including lavatories, drinking and hand washing stations/areas.

परिसर के भीतर प्रभावी और लगातार स्वच्छता को विशेष रूप से छुआ सतहों / क्षेत्रों पर विशेष ध्यान केंद्रित किया जाएगा, जिसमें शौचालय, पीने और हाथ धोने के स्टेशन या क्षेत्र शामिल हैं।

ii. Cleaning and regular disinfection (using 1% sodium hypochlorite) of frequently touched surfaces (doorknobs, elevator buttons, handrails, que barricades, seats, benches, washroom fixtures, etc.) to be made mandatory in all public utility common areas.

सफाई और नियमित रूप से कीटाणुशोधन (1% सोडियम हाइपोक्लोराइट का उपयोग करते हुए) सभी सार्वजनिक उपयोगिता वाले आम क्षेत्रों में अनिवार्य रूप से छुआ गई सतहों (डॉकार्नॉब्स, एलेवेटर बटन, हैंड्रिल, क्यू बैरिकेड्स, सीट, बेंच, वॉशरूम फिक्स्चर, आदि) को अनिवार्य किया जाना चाहिए।

iii. Visitors and staff should be advised to dispose of used face covers / masks in covered bins available at the premises. The waste thus generated may be disposed of in accordance with the hazardous waste disposal guidelines.

आगंतुकों और कर्मचारियों को परिसर में उपलब्ध कवर किए गए डिब्बे में इस्तेमाल किए गए फेस कवर / मास्क के निपटान की सलाह दी जानी चाहिए। इस प्रकार उत्पन्न कचरे को खतरनाक अपशिष्ट निपटान दिशानिर्देशों के अनुसार निपटाया जा सकता है।

e) SOP to be followed in case of a suspect case or person who develops symptoms during the conduct of the event

किसी संदिग्ध मामले या घटना के संचालन के दौरान लक्षणों को विकसित करने वाले व्यक्ति के मामले में एसओपी का पालन किया जाना चाहिए

iv. Place the ill person in a room or area where they are isolated from others.

बीमार व्यक्ति को एक कमरे या क्षेत्र में रखें जहां वे दूसरों से अलग-थलग हैं।

v. The person will remain isolated while wearing a mask/face cover till such time he/she is examined by a doctor.

जब तक वह डॉक्टर से जाँच करवाता है, तब तक वह व्यक्ति मास्क / फेस कवर पहने हुए अलग-थलग रहेगा।

vi. If symptoms deteriorate, inform the nearest medical facility (hospital/clinic) or call the State or District Helpline.

यदि लक्षण बिगड़ते हैं, तो निकटतम चिकित्सा सुविधा (अस्पताल / क्लिनिक) को सूचित करें या राज्य या जिला हेल्पलाइन पर कॉल करें।

vii. A risk assessment shall be undertaken by the designated public health authority (district RRT/treating physician) and accordingly further action be initiated regarding management of case, his/her contacts and need for disinfection.

नामित सार्वजनिक स्वास्थ्य प्राधिकरण (जिला आरआरटी / उपचार चिकित्सक) द्वारा एक जोखिम मूल्यांकन किया जाएगा और तदनुसार मामले के प्रबंधन, उसके संपर्कों और कीटाणुशोधन की आवश्यकता के संबंध में आगे की कार्रवाई शुरू की जाएगी।

viii. Disinfection of the premises to be taken up if the person is found positive.
