रोजगार प्रदान करने हेतु सरकार की योजनाएं
भारत सरकार की तरफ से श्रम एवं रोजगार राज्‍य मंत्री ने लोकसभा में एक प्रश्‍न के जवाब में बताया कि सरकार ने कोविड-19 संक्रमन की वर्तमान आपदा के समय अपने अपने राज्‍यों में लौटे प्रवासी श्रमिकों को रोजगार प्रदान करने के लिए क्‍या-क्‍या कदम उठाये हैं। उन्‍होंने बताया कि इस सम्‍बंध में विभिन्‍न मंत्रालयों ने प्रवासी श्रमिकों की सहायता के साथ-साथ लघु उद्योगों से जुड़े लोगों कों रोजगार के अवसर उपलब्‍ध करवाने अथवा स्‍व-रोजगार को सुविधाजनक बनाने के लिए अनेकानेक कदम उठाये हैं। इसमें गरीब कल्‍याण रोजगार अभियान से लेकर प्रधानमंत्री स्‍वनिधि योजना तक अनेकों उपाय किये गये हैं।

Schemes for Providing Employment

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:-
(a)the names of the schemes being run by the Government for providing employment to the migrant workers across the country who returned to their respective states during the Corona pandemic times;
(b)the names of such schemes particularly being run in Chhattisgarh; and
(c)the details of the funds allocated by the Government for the said works/schemes?

(a) to (c): No State specific scheme has been announced by the Central Government. However, Ministry of Women and Child Development has launched various schemes for migrant workers who have returned to their native places. One of the schemes is Anganwadi services which has been extended to children of migrant workers. Ministry of Food processing industries have sanctioned 700 food processing/preservation and infrastructure projects in which migrant labourers will get employment. To provide employment to the migrant workers Ministry of Transport and Highways has identified the ongoing works/new works for the road construction. Ministry of Steel assisted migrant workers and their families with food packets and face mask, milk powder etc. The Department of Bio Technology has set up 30 Biotech – Kisan hubs in the country covering all Agroclimatic zones, 150 Districts including 101 aspirational districts
which will help migrant workers to earn their livelihood through farming and expose them to the innovative methods of farming of high value crops. Apart from this, in order to mitigate the financial crisis of the migrant workers and protect them against the economic disruptions due to the outbreak of Covid-19 pandemic and Country-wide lockdown the Central Government has taken numerous measures to provide them financial assistance, food packages and other benefits. The Central Government has already enacted the Inter-state Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 to safeguard the interest of the migrant workers which inter-alia provides for registration of establishments employing Inter-State Migrant workers, Licensing of contractors etc. Migrant workers employed with such establishments are to be provided statutory wages as per the rule in force, journey allowance, displacement allowance, residential accommodation, medical facilities and protective clothing etc. The Central Government has issued comprehensive Advisory Guidelines on 27.07.2020 to all the States/UTs for the welfare of the migrant workers returning to the destination States in the backdrop of Covid – 19. The States/UTs have been advised to take adequate steps to streamline the migration of the workers to mitigate the hardships of migrant workers returning to the destination States/UTs. The States/UTs have been advised to implement the advisory guidelines by quickly gearing up their labour Law enforcement machinery and ensuring statutory compliance by all the stake-holders which could provide migrant workers much needed help to mitigate the financial crisis and empower them to deal with the pandemic. The States/UTs have also been advised to maintain updated data of the migrant workers to facilitate the administration to extend benefits of the welfare schemes of the Government to the migrant workers.
In order to ensure relief measures not only for the poor people and migrant workers but also their families/dependents in a sustainable manner, To boost employment and livelihood opportunities for migrant workers returning to villages, in the wake of COVID-19 outbreak, Government of India has launched Garib Kalyan Rojgar Abhiyaan on 20th June 2020. The Abhiyaan focuses on durable rural infrastructure and providing modern facilities like internet in the villages. Skill Mapping of the rural migrant labour is being done to help them work closer home. The Abhiyaan involves intensified and
focused implementation of 25 target driven works to provide employment and create infrastructure in the rural areas of 116 districts of 6 States with a resource envelope of Rs 50,000 crore.
Government of India has also launched PM SVANidhi Scheme to facilitate collateral free working capital loan upto Rs.10,000/- of one-year tenure, to approximately, 50 lakh street vendors, to resume their businesses.
Government has taken various steps for generating employment in the country like increasing public expenditure on schemes such as Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deendyal Antodaya Yojana-National Urban Livelihoods Mission (DAY-NULM).
Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme known as the Pradhan Mantri Kaushal VikasYojana (PMKVY) 2016-20 with an objective to provide skilling to one crore people under Short Term Training (STT) and Recognition of Prior Learning (RPL) across the country for four years i.e. 2016-2020.
Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government inter alia for facilitating self-employment. Under PMMY collateral free loans upto Rs. 10 lakh, are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities.
