Integrated Child Protection Scheme

The Ministry has commissioned the mapping of Child Care Institutions (CCIs) through National Commission for Protection of Child Rights (NCPCR) which was conducted by the Childline India Foundation with help of NGO partners. The Report is available at Ministry’s website i.e. www.wcd.nic.in.
The monitoring mechanism has been prescribed under Section 54 of the Juvenile Justice (Child and Protection of Children) Act, 2015 (JJ Act) and Rules 41 of the Juvenile Justice (Child and Protection of Children) Model Rules, 2016.  Besides, the Government has legislated The Commissions for Protection of Child Rights Act, 2005 (CPCR), under which National Commission for Protection of Child Rights (NCPCR) and State Commission for Protection of Child Rights (SCPCRs) have been created as Statutory bodies for protection of child rights. The Commissions are mandated to monitor the implementation of the provisions of the Juvenile Justice (Child and Protection of Children) Act, 2015 (JJ Act) under Section 109 of the JJ Act, 2015. There are various modes to register complaints with NCPCR by the victims which include writing directly to NCPCR; through POCSO E-box (ncpcr.gov.in/index2.php) and E-baalnidan (www.ebaalnidan.nic.in).
The Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme i.e. ‘Child Protection Services’, (erstwhile Integrated Child Protection Scheme) under umbrella Integrated Child Development Services, and providing financial assistance, as Grant-in-Aid, to the States/UTs for, inter-alia, undertaking a situational analysis of children in difficult circumstances, for setting up and maintenance of various types of Child Care Institutions.  The details of fund Released and Utilized by State Governments including Tamil Nadu during F.Y., 2016-17, 2017-18 and 2018-19 of the Grant released to the States/UTs under CPS is at Annexure-I.

Details of funds released and utilized to the State Governments/UT administration under Child Protection Services reported by State/UTs during the last three years, State/UT-wise.
* Statement of expenditure and utilization certificate from the States/UTs are awaited.
