Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:-
(a) the funds allocated/sanctioned for various projects to promote urban housing facilities under Pradhan Mantri Awas Yojana (PMAY) since inception of the scheme, year-wise and State/UT-wise;
(b) the progress made under the scheme so far;
(c) whether the Government has conducted any review assessment regarding works and performance of scheme during the said period and if so, the details thereof;
(d) the suggestions made by the States/ UTs under the said scheme along with the reaction of the Government thereto; and
(e) whether the Government has developed any central monitoring system to implement the scheme properly and if so, the details thereof?
ANSWER
THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI HARDEEP SINGH PURI)
(a) : Year-wise and State/UT-wise details regarding central assistance approved for various projects under Pradhan Mantri Awas Yojana (Urban) {PMAY(U)} since inception are attached at Annexure I.
(b): The details of progress made under the scheme so far are attached at Annexure II.
(c): No, Sir.
(d) : A Central Sanctioning and Monitoring Committee (CSMC) has been formed under PMAY (U) at the Ministry level and its meetings are attended by the Officers of Central Government and State Governments. The suggestions made by the States are considered by the CSMC and suitable action is taken accordingly.
(e) : The Ministry has put in following monitoring mechanisms for implementation of Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] in a time bound manner:
i. Use of Information/Space Technology through PMAY(U)-MIS (Management Information System), Bhuvan Portal, PFMS (Public Financial Management System) and Geo-tagging/Geo-fencing of sanctioned houses for effective monitoring.
ii. Payment through Direct Benefit Transfer (DBT) Mode and Aadhar seeding of beneficiaries is ensured for transparency and accountability.
iii. The Ministry monitors progress of the Mission through periodic review meetings, video-conferences and field visits.
iv. Central Sanctioning and Monitoring Committee (CSMC) constituted under chairmanship of Secretary, MoHUA meets every month to sanction central assistance for new projects and reviews the progress of the Mission.
v. State Level Sanctioning and Monitoring Committee (SLSMC) under chairmanship of Chief Secretary of the concerned State/UT reviews the progress of implementation of the Mission at the State level.
