Pradhan Mantri Awas Yojana

(a) the present status of the Pradhan Mantri Awas Yojana (PMAY) and its aims and objectives along with the total number of houses constructed by the Government under PMAY during the last three years, State/UT-wise;
(b) the funds sanctioned by the Government under the said initiative during the last three years and the current year, State/UT-wise;
(c) the details of credit linked subsidy provided to beneficiaries including Economically Weaker Sections and Low Income Groups since 2016;
(d) the number of houses occupied by the beneficiaries till now under PMAY and the houses which are under construction along with the time by which the remaining houses will be fully constructed and handed over to the beneficiaries; and
(e) the problems being faced by the Government for effective implementation of PMAY along with the steps taken by the Government to mitigate the housing requirement of the poor?

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:-
(a) the present status of the Pradhan Mantri Awas Yojana (PMAY) and its aims and objectives along with the total number of houses constructed by the Government under PMAY during the last three years, State/UT-wise;
(b) the funds sanctioned by the Government under the said initiative during the last three years and the current year, State/UT-wise;
(c) the details of credit linked subsidy provided to beneficiaries including Economically Weaker Sections and Low Income Groups since 2016;
(d) the number of houses occupied by the beneficiaries till now under PMAY and the houses which are under construction along with the time by which the remaining houses will be fully constructed and handed over to the beneficiaries; and
(e) the problems being faced by the Government for effective implementation of PMAY along with the steps taken by the Government to mitigate the housing requirement of the poor?

STATEMENT REFERRED TO IN THE LOK SABHA STARRED QUESTION NO. *75 DUE FOR 21.11.2019 REGARDING
“PRADHAN MANTRI AWAS YOJANA”
(a), (b) & (d): In pursuance of the Government’s vision of “Housing for All” by 2022, Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] since 25.06.2015 for providing assistance to States/Union Territories(UTs) for addressing the housing requirement of the people belonging to Economically Weaker Section (EWS), Lower Income Group (LIG) and Middle Income Group (MIG) categories in urban areas.
Based on the project proposals received so far from the States/UTs, a total of 93,00,949 houses have been sanctioned under the scheme; out of this, 55,40,801 houses are at various stages of construction and 28,06,465 are completed/occupied by the beneficiaries. Central assistance of Rs. 1,45,949 crore has been approved and Rs. 57,896 crore have so far been released to the States/UTs.
During the last three years, total 73,07,917 houses have been sanctioned; out of this, 22,74,604 houses have been completed. State/UT-wise details are at Annexure.
Central Assistance of Rs. 1,33,756.36 crore has been sanctioned; out of this, Rs. 54,534.61 crore have been released to the States/UTs during the last three years and the current year. State/UT-wise details are at Annexure.
Completion of projects generally takes 12-18 months for Beneficiary-led individual house construction/enhancements (BLC), 24-36 months for Affordable Housing in Partnership with public or private sector (AHP) and 36-48 months for In-Situ Slum
Redevelopment (ISSR) projects. States/UTs have been requested to expedite grounding and completion of already approved projects/houses within the given timelines.
(c): Under Credit Linked Subsidy Scheme (CLSS) Vertical of the PMAY(U), interest subsidy of Rs. 18,458.09 crore has been released for 7,90,903 beneficiaries.
Since 2016,an amount of Rs. 18,358.73 Crore has been released as Interest subsidy for 7,85,068 beneficiaries which includes Rs. 12,957.14 crore for 5,40,349 EWS/LIG beneficiaries.
(e): In order to achieve the vision of “Housing for All” by 2022, following steps have been taken by MoHUA for effective implementation of the scheme:
I. States/UTs have been requested to get the project proposals for all their remaining demand of houses sanctioned by March, 2020 so that construction of all houses may progressively be completed by 2022.
ii. A National Urban Housing Fund (NUHF) has been created for providing extra budgetary resources for the Mission.
iii. Alternative and innovative technologies have been identified from across the globe through a challenge process under Global Housing Technology Challenge- India (GHTC-India) for rapid delivery of houses.
iv. In order to provide the benefits of the scheme to urban poor living in peri-urban areas, notified Planning/Development Areas have also been included under the ambit of the scheme.
