कोविड-19 के दौरान नई योजना : लोकसभा में दिए गए सवाल का उत्तर
भारत सरकार की तरफ से ग्रामीण विकास मंत्री ने लोकसभा में एक प्रश्न का जवाब देते हुए कहा कि कोविड-19 महामारी के दौरान कई प्रकार की योजनाएं क्रियान्वित हैं। इस महामारी के दौरान बहुत लोगों का रोजगार छिन गया, इसके लिए महात्मा गाँधी रोजगार गारंटी योजना (मनरेगा योजना), आत्मनिर्भर भारत योजना चलाई जा रही है। मनरेगा के तहत लोगों को रोजगार मुहैया कराई जाती है और आत्मनिर्भर भारत के तहत लोगों को आत्मनिर्भर बनने के लिए आर्थिक सहायता प्रदान की जाती है। इस महामारी के दौरान लोगों को भुखमरी की नौबत न आने पाए इसके लिए प्रधानमंत्री गरीब कल्याण पैकेज के तहत सभी परिवारों को मुफ्त राशन दिया जा रहा है। इस महामारी के दौरान भी प्रधानमंत्री आवास योजना ग्रामीण के तहत कई गरीब परिवारों को घर मुहैया कराया गया, यही नहीं इस दौरान प्रधानमंत्री आवास योजना का घर केवल 45 से 60 दिनों में ही बनाकर तैयार कर दिया गया। इसी प्रकार कोविड-19 महामारी के दौरान कई योजना कार्यरत है जो लोगों को इस महामारी से लड़ने में सहायता प्रदान कर रही है।

New Scheme during Covid 19

Will the Minister of RURAL DEVELOPMENT be pleased to state:-
(a) whether any scheme has been implemented in the country in the current financial year during the COVID 19 pandemic;
(b) if so, the details thereof;
(c) the funds allocated to the State of Andhra Pradesh under this scheme;
(d) whether any third party independent evaluation has been undertaken for the above scheme; and
(e) if so, the details thereof?

(a) to (c): The Ministry of Rural Development has been implementing schemes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyay – Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Shyama Prasad Mukherjee National Rurban Mission (SPMRM) and National Social Assistance Programme (NSAP) for development of rural areas through generation of employment, strengthening of livelihood opportunities, promoting of self-employment, skilling of rural youths, provision of social assistance, development of infrastructure etc. The progress of these schemes during 2020-21 is given as follows;
(d) & (e): The implementation status of the schemes of this Ministry is being reviewed regularly at various levels such as meeting of Performance Review Committee, Common Review Mission, Third Party Evaluation, National Level Monitors, NITI Aayog etc. On the findings of these reviews, actions as appropriate, including restructuring of the schemes are being taken up. However, no third party independent evaluation study has been undertaken so far (including on those particular interventions carried under the schemes, as mentioned above ) during the period of COVID-19 pandemic.
