Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:-
(a) whether the Government proposes to convert the Employment centres into business development centres;
(b) if so, the details thereof;
(c) whether the Government proposes to consider the request for financial help from various States including West Bengal for this purpose; and
(d) if so, the details of the action taken in this regard, State-wise?

(a) to (d): In order to improve the functioning of the Employment Exchanges, the Ministry is implementing National Career Service (NCS) Project for transformation of the National Employment Service into National Career Service to provide a variety of employment related services viz. job matching, career counselling, vocational guidance, information on skill development courses, etc. The services are also available online on the National Career Service Portal (www.ncs.gov.in) supported by Toll-Free Call Centre/ Helpdesk.
The NCS project inter-alia, includes establishment of Model Career Centres (MCCs) in collaboration with States and institutions to deliver employment related services. The MCCs also organise job fairs, mobilise employers, provide career counselling etc. The Ministry gives one time grant-in-aid to the State Government for establishing the Model Career Centres.
The interlinking of all employment exchanges with the NCS Portal has also been evolved for effective implementation of the NCS Project. Under this component, Ministry gives grant-in-aid to the State Governments for organizing job fairs, up-gradation of Information Technology and refurbishment of infrastructure of the existing Employment Exchanges.
The Government seeks financial proposals from the State Governments for the establishment of Model Career Centres and interlinking of Employment Exchanges under the NCS Project. Details of funds released to the State Governments including the state of West Bengal for the said purposes are annexed (Annexure).
