लोकसभा में 22 दिसम्बर 2022 को सरकार से पूछा गया कि क्या कक्षा एक से आठ में पढ़ने वाले अल्पसंख्यक छात्रों के प्री-मैट्रिक छात्रों के छात्रवृत्ति बंद करने का निर्णय लिया गया है। उक्त प्रश्न के उत्तर में अल्पसंख्यक कार्य मंत्री द्वारा बतलाया गया कि अल्पसंख्यक कार्य मंत्रालय 6 अधिसूचित अल्पसंख्यक समुदायों बौद्ध, इसाई, जैन, मुस्लिम, सिख और पारसी के आर्थिक रूप से कमजोर पृष्ठभूमि के छात्रों के लिए मैट्रिक-पूर्व छात्रवृत्तियोजना लागू करता है। इस योजना के तहत कवरेज को 2022-23 से संशोधित किया गया है और केवल नौंवी और दसवीं कक्षा के लिए लागू किया गया है क्योंकि शिक्षा का अधिकार (आरटीई) अधिनियम, 2009 प्रत्येक बच्चे को नि:शुल्क और अनिवार्य प्रारंभिक शिक्षा (कक्षा I से VIII) प्रदान करता है। सामाजिक न्याय और अधिकारिता मंत्रालय और जनजातीय कार्य मंत्रालय द्वारा कार्यान्वित समान छात्रवृत्ति योजनाओं के साथ योजना के सामंजस्य के लिए भी यह संशोधन किया गया है और इसलिए मैट्रिक-पूर्व छात्रवृत्ति को आठवीं कक्षा तक बंद करने के निर्णय को वापस लेने का कोई प्रस्ताव नहीं है।

(a) whether the Government has decided to discontinue pre-matric scholarship for minority students studying in classes one to eight;
(b) if so, the reasons therefor;
(c) whether the Government has noted the widespread objection against this decision and if so, the reaction of the Government thereto;
(d) whether the Government proposes to withdraw the decision to discontinue pre-matric scholarship up to eighth standard; and
(e) if so, the details thereof?

STATEMENT AS REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION *232 FOR ANSWER ON 22.12.2022 BY SHRI SYED IMTIAZ JALEEL AND ADV. ADOOR PRAKASH REGARDING SCHOLARSHIP TO MINORITY STUDENTS
(a) to (e): Ministry of Minority Affairs implements Pre-Matric Scholarship Scheme for students from weaker economic background belonging to the 6 notified minority communities, namely, Buddhist, Christian, Jain, Muslim, Parsi and Sikh. The coverage under the scheme has been modified from 2022-23 and made applicable for classes IX and X only as the Right to Education (RTE) Act, 2009 provides for free and compulsory elementary education (classes I to VIII) to each and every child. This modification has also been done to harmonize the Scheme with the identical Scholarship Schemes implemented by Ministry of Social Justice & Empowerment and Ministry of Tribal Affairs and hence there is no proposal to withdraw the decision of discontinuation of PreMatric Scholarship up to eighth standard.
